Supporters say the goal is to keep minors from accessing explicit content online.Doug Jacobson, director of Iowa State University’s Center for Cybersecurity Innovation and Outreach, said there is no simple way for websites to verify someone’s age online.“It somewhat means that there’s no really good way to do it,” Jacobson said. “Some of the systems that are out there try to use AI and an image others try to use things like driver’s licenses or a form of identification that has already been gone through to tie your age to it.”He said the biggest challenge is proving the person entering information is actually who they claim to be.“The toughest part of identification is that initial proving you at the keyboard is you to set up that initial proof,” Jacobson said. “So, it’s a challenge for any site to truly do that.”Jacobson said privacy concerns will depend on how websites handle personal data. Systems that store user information could create risks if that data is ever exposed.“That has a lot more privacy issues because now they’re keeping information about you,” he said.If personal information such as email addresses is stored and later compromised in a data breach, Jacobson said the impact could be significant.“You’ve now got a database of however many people are on this particular site,” he said. “That would probably alter a few people’s lives. No doubt about it.”He also questioned how Iowa could regulate websites based outside the state or country.“The internet’s a global phenomenon,” Jacobson said. “Anybody can stand a site up anywhere sites like that can easily stand themselves outside of the jurisdiction.”Even with enforcement challenges, he said age verification could still help prevent accidental exposure to explicit content, though determined users will likely find ways around restrictions.“If somebody wants something, then they’re going to find a way to get access to it,” Jacobson said.
