City of Winkler offices have reopened as work continues to recover from last week’s cybersecurity incident, though some office staff are still working at reduced capacity. 

City Manager Jody Penner said municipal offices reopened Tuesday morning while efforts to strengthen and restore the city’s systems continue. 

“We don’t have all of our staff at full capacity in the office, but enough that we can open up again. And then at the same time, we’ll continue to monitor and strengthen our systems and try to provide all of the services that we normally do until we get everything up at full capacity.”  

Reduced staffing limited to offices 

Penner emphasized that the reduced staffing affects only municipal office operations. 

“None of our other services, public works, utilities, water treatment, everything else was operating at full capacity.”  

The city had previously closed City Hall, Public Works, and the Meridian Exhibition Centre offices while responding to the cybersecurity incident, although essential municipal services continued operating throughout.

Water bill deadline extended 

As part of the city’s response, Winkler has also extended the deadline for water bill payments. 

Penner said bills originally due July 15th will now be accepted until July 31st. 

“We will continue to share updates with the public as more information becomes available. That might be a little bit of time yet, but as it becomes available, we’ll share it with the public.” 

The City of Winkler announced the cybersecurity incident last week after detecting unauthorized activity affecting portions of its information technology systems. The city isolated the affected systems, engaged external cybersecurity experts, and notified law enforcement while working to restore normal operations.
