Russia Passes Law Requiring Domestic Artificial Intelligence to Align With “Traditional Values”

The Russian State Duma has passed a new law to support artificial intelligence (AI) development.
The law introduces definitions for sovereign and national AI models and mandates they align with traditional Russian spiritual and moral values.
A sovereign AI model must be fully developed, trained, and have data stored entirely within Russia by Russian companies, whereas a national model can utilize open-source foreign components.
The national AI strategy will be approved by Russian President Vladimir Putin, while the government oversees large foundational model development and deployment.
Online platforms with over 500,000 daily users must provide the technical means for content generated by neural networks to be labeled but do not require mandatory labeling by law.
Owners of AI services must inform users about copyright ownership and terms of use for content generated by neural networks.
The law will come into effect on September 1, 2026, with detailed regulations to be drafted by the government.
