The European Commission noted that Ukraine has gained access to incident response services provided under the EU Cybersecurity Reserve. If necessary, the country will be able to activate support to mitigate the consequences of significant cyberattacks on government institutions, critical infrastructure, or other vital systems.

The mechanism was established under the EU’s Cyber Solidarity Act, legislation designed to strengthen the EU’s collective resilience to cyber threats. Moldova was granted similar access in 2024.

The decision was taken against the backdrop of the ongoing Russian aggression, during which Ukraine is regularly targeted by cyberattacks on government bodies, telecommunications infrastructure, the energy sector and other critical systems.

The European Commission emphasised that the support will enable Ukraine to more quickly mobilise specialist experts and resources to respond to large-scale cybersecurity incidents.
