Pentagon’s JWCC follow-on would create cloud marketplace, expand AI and edge computing

The Pentagon plans to launch the Joint Warfighting Cloud Capability (JWCC) Unified Cloud Marketplace (UCM) to create a single cloud service marketplace for Defense Department organizations to access from various vendors.
The UCM will consist of three tiers: hyperscale cloud service providers for core infrastructure, “Everything-as-a-Service” (XaaS) offerings, and commercial innovators and small businesses providing cloud-based technologies meeting security requirements.
The draft PWS focuses on hyperscale providers but also outlines plans for AI integration, including AI and machine learning capabilities across all classification and impact levels and the provision of analytics services.
The draft calls for advanced capabilities to transfer data between systems operating on disparate networks, a longstanding challenge in the Pentagon.
The Pentagon aims for a UCM capable of functioning in disrupted, degraded, or limited-bandwidth environments, emphasizing solutions that can operate despite catastrophic failures.
The solicitation also focuses on the importance of resiliency, requiring UCM capabilities to withstand adversary cyberattacks.
The Defense Information Systems Agency expects to publish a final request for proposals before the end of the year, with contract awards anticipated in 2027.
