AI laws: Illinois lawmakers pass landmark artificial intelligence accountability bill

Illinois state lawmakers passed Senate Bill 315 to increase transparency and accountability for the largest and most capable artificial intelligence models.
Inspired by similar laws in New York and California, the bill aims to create a national standard for AI safety.
The bill targets the most capable models developed by companies with over $500 million in revenue and significant computing power, like those from Open Assistant and Anthropic, both of whom supported the bill.
SB315 proposes that AI developers create and publish a transparency framework detailing how risks are identified, mitigated, and safety incidents are managed. They must also employ third-party auditors to ensure compliance.
Key provisions clarified include third-party qualifications, audit content, and protections for proprietary information. The effective date was extended from 2027 to 2028.
The Illinois attorney general would enforce the bill with civil penalties up to $3 million per violation.
The bill has passed unanimously in the House and Senate and now awaits Governor JB Pritzker’s consideration.
