Geopolitical volatility makes formal alliances difficult to sustain, but the foundation exists, said Despina Spanou, director general for communications networks and technology at the European Commission, pointing to the Counter Ransomware Initiative as proof that focused, objective-driven global collaboration can deliver results.
Spanou said AI has compounded the urgency, with 80% of ransomware attacks now managed by AI. “Today, agentic AI performing cyberattacks from beginning to end on its own is quite phenomenal.”
In this video interview with Information Security Media Group at RSAC Conference 2026, Spanou also discussed:
How the EU Cyber Reserve draws certified private-sector professionals into large-scale incident response;
Why the EU Cyber Skills Academy is critical to closing the global talent gap;
Why a global memorandum of understanding among like-minded nations is the missing piece in international cyber defense.
Spanou is in charge of European Union’s policy and regulation on cybersecurity and trust. With more than 22 years of experience at the European Commission, she has expertise in EU internal market policy, crisis management, people management, legislative negotiations, as well as engaging with public and private sector stakeholders.
