Estonia bets on artificial intelligence to offset demographic decline

Estonia has introduced the Eesti.ai initiative, intending to double the value of work performed by its citizens within a decade to address a shrinking population and intensifying global competition.
The program aims to integrate artificial intelligence across the public sector and various industries such as healthcare, education, defense, energy, and finance.
It involves a blend of state leadership and collaboration with international experts, technology companies, and investors, under an international advisory council chaired by Markus Villig.
The rationale behind the initiative is to enhance productivity and augment economic growth despite a declining workforce through automation and improved human decision-making.
Estonia’s existing digital infrastructure, including nationwide digital identity and comprehensive e-government services, facilitates the quick implementation of AI-enabled solutions.
The government plans to focus on high-impact projects, with initial selections and implementation set for spring, driven both by the state and private sector.
While acknowledging existing AI use, the initiative seeks to transition from covert implementation to open, secure integration, raising concerns about equal distribution of AI benefits.
The program will require significant funding, initially reviewing existing schemes and EU funds, with budget amendments expected in 2026, entailing millions of euros.
