New York State replaces AI chief, names new chief digital officer

The New York State Office of Information Technology Services (ITS) appointed Eleonore Fournier-Tombs as the new chief artificial intelligence (AI) officer, who will replace Shreya Amin, who left the position after less than a year.
Fournier-Tombs, a researcher at the United Nations University, brings over 15 years of experience in AI, data governance, and technology innovation.
Her main responsibilities include shaping the next phase of the AI strategy for ITS and state agencies, refining the “acceptable use of AI technologies” policy, and optimizing AI benefits while minimizing risks.
Alongside Fournier-Tombs, Stephen Graham, formerly the CEO of Anontech, was named as the new chief digital officer tasked with modernizing and improving the delivery of digital services in New York State.
Fournier-Tombs emphasizes her commitment to ethical and accountable use of AI, focusing on strengthening services, improving operations, and enabling data-driven decision-making.
Previously, Shreya Amin launched Empire AI and completed a state-wide AI education and training pilot program involving about 1,000 state employees.
Dru Rai, New York State Chief Information Officer, praised Fournier-Tombs’s experience for accelerating innovation in the state by adopting emerging AI technologies responsibly.
