Honolulu Is Among Cities Bringing AI to Planning, Permitting

Honolulu has introduced CivCheck, a new AI technology tool, to streamline and expedite development project planning and permitting through early error detection and compliance checking.
The software, developed by CivCheck, uses artificial intelligence to help applicants ensure they meet code regulations and submit all necessary documents, reducing review times and back-and-forth communication with the city.
As of mid-December, CivCheck has reduced the prescreen backlog and significantly cut wait times from a six-month period to within seven days.
CivCheck emphasizes a “human-in-the-loop” approach to augment, not replace, plan reviewers by assisting human professionals with information organization and flagging code issues.
Similar AI trend is seen in other cities like Louisville, where a Govstream.ai pilot project aims at addressing delays in residential construction permits, with a focus on operational AI integration in existing workflows.
CivCheck aims to improve the permitting process by producing higher-quality and more complete applications, thereby reducing unnecessary review cycles and making applicants more well-informed.
