\nblistering panel discussion on cybersecurity and business continuity at the
\nTurks and Caicos Islands Financial Services Commission\u2019s Annual Industry
\nMeeting, held on Tuesday, 30 June at The Shore Club Resort, Providenciales.
\n\tDirector of Information Technology at the FSC, Cathrice
\nWilliams, said: “A plan is just a plan unless it\u2019s put to the test.\u201d
\n\tThis blunt assessment set the tone for a spirited
\nengagement.
\n\tExperts on the panel dismissed the common practice of
\norganisations relying on static, consultant\u2011written incident response plans as
\ndangerously insufficient.
\n\tJonathan Adie, Managing Director of Dataloch Tech, warned
\nlocal financial institutions: “The change in thinking now is people acknowledge
\nyou\u2019re going to have incidents, you are going to get attacked. It\u2019s not a case
\nof if, it\u2019s a case of when.\u201d
\n\tWeighing in on the theme “Resilience by Design:
\nGovernance, Cyber Readiness & Business Continuity for a Safer Financial
\nSystem\u201d, local banking leadership and regulatory officials dissected why
\nmany TCI firms are failing to build genuine resilience. They argued that the
\nissue is not solely a lack of policy, but also a lack of practice.
\n\t“Most companies in this room have never done any sort of
\nexercise,\u201d Adie stressed, citing the failure of most business continuity plans
\nto survive even the first 90 minutes of a real\u2011world crisis.
\n\tThe tech expert advocated for organisations to conduct what
\nhe referred to as “threat penetration testing,\u201d a far more aggressive standard
\nthan typical vulnerability scanning, to expose structural weaknesses in a
\nfirm\u2019s network.
\n\tEchoing similar sentiments, Kenrick Walters, Director and
\nGeneral Manager of Bordier Bank (TCI) Ltd., admitted that the local industry
\nhas grappled with “copy\u2011and\u2011paste\u201d compliance for years.
\n\tHe said: “What we often find when we go into assessments or
\nfirms on this island is that they do have quite good documentation… but
\nthey\u2019ve taken a policy from a consultant that\u2019s literally just been copied and
\npasted that isn\u2019t fit for that particular organisation.\u201d
\n\tDirector of the Bank and Trust Department at the FSC,
\nPrudence Edwards, concluded that true resilience requires board\u2011level
\naccountability and argued that it is not an “IT problem\u201d to be siloed away; it
\nis a fiduciary duty.
\n\tShe stressed that without broad and active participation in
\ntabletop exercises and crisis simulations, the “resilience\u201d claimed by many
\nfirms is just a fa\u00e7ade.<\/p>\n
