However, states are focusing on how to sustain the cybersecurity capabilities built through the program as they look beyond the existing federal funding. Some are spreading grant funding over longer periods, shifting toward shared-service models and planning for the day when federal dollars run out.Meanwhile, associations including the National Association of State Chief Information Officers are urging Congress to provide another $300 million for SLCGP, saying continued federal support will be needed to sustain local and rural cybersecurity capabilities. The push for continued funding and long-term authorization has gained momentum as lawmakers consider proposals such as the PILLAR Act and the SLCGP Reauthorization Act.Panelists said the grants helped states expand services but also revealed how difficult those services may be to maintain once federal support ends.They pointed to several examples of how grants have been used. In Tennessee, they helped expand managed detection and response tools across the state, giving officials a more centralized way to track and monitor ransomware threats, Tennessee Deputy CISO Aim\u00e9 Nsengiyumva said. The state also used the program to strengthen state-local partnerships and provide maturity assessments alongside cybersecurity tools.The question now facing leaders is whether local governments can sustain the cybersecurity capabilities created when they manage the full cost on their own. In Minnesota, the state has been gradually increasing local cost share as a sustainability strategy, CISO John Israel said, but it may not be enough if communities ultimately cannot afford to maintain the services.\u201cI\u2019m already hearing from local governments that they\u2019re worried about that cliff \u2026 that they\u2019re worried about having to shift to something cheaper and less costly,\u201d he said. \u201cWe want to advocate for continued funding and sustainable funding for these programs because we put a lot \u2026 on the backs of these local governments.\u201dDrawing on Kansas\u2019 experience administering the grants, CISO John Godfrey said a future version of the SLCGP should emphasize sustainable funding, reduce the match requirement and streamline administration. He said changing Notice of Funding Opportunity requirements, oversight from multiple federal agencies and disruptions such as the federal government shutdown created unnecessary complexity.
