Now, it takes hours.””As a nation, I think the most important thing is to make sure that the entire market is way more prepared,” Segal said. “That starts with regulators enforcing the responsibility of organizations to be better prepared.”Across the European Union and Australia, and in parts of the United States, cybersecurity regulation is increasingly tied to enforceable obligations, including penalties for inadequate security practices and failure to protect sensitive data. These frameworks, Segal suggested, create a baseline incentive structure that pushes organizations toward continuous preparedness.By contrast, he said Israel has yet to develop a comparable enforcement environment at the civilian enterprise level, despite its strong national cybersecurity capabilities.”In Israel, this is not the situation yet,” he said. “I haven\u2019t seen a single organization here that was really paying a huge cost for neglecting its security posture and losing citizens’ personal information.”Despite the risks, Segal said Israel remains relatively strong in its overall cyber posture, particularly at the national infrastructure level. Asked to assess Israel\u2019s resilience, he gave it an 8 out of 10.”None of Israel’s critical infrastructure has suffered a significant outage due to a cyber issue,” he said. “Israel was one of the first countries to set up a cyber directorate. We’ve got a fountain of talent when it comes to cybersecurity, and we’re a global hub of innovation.”Still, he argued that national strength does not automatically translate into consistent preparedness across the broader economy, especially without regulatory enforcement mechanisms that compel organizations to prioritize security.Despite the widening asymmetry between attackers and defenders, Segal said the strategic focus remains on adaptation speed, particularly as AI becomes central to both offensive and defensive systems.”We’re all focused on leveraging AI to deal much better with threat actors that are leveraging AI,” Segal said. “We can definitely be pioneers as a nation when it comes to being better defended.”
