It also forms part of the Commission\u2019s broader efforts to ensure that the EU and its partners can counter evolving cyber threats with preparedness, rapid response and shared expertise.\u00a0Moldova was already included\u00a0in the Reserve in 2024, under the\u00a0Cyber Solidarity Act.<br \/>\nHenna\u00a0Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy, said:<br \/>\nBy welcoming Ukraine into the EU Cybersecurity Reserve, we strengthen our collective defences and reaffirm the principle of solidarity that lies at the heart of Europe\u2019s digital future. At a time when cyberattacks pose a constant risk, our unity is our greatest asset.\u201d<br \/>\nSource \u2013 EU Commission<br \/>\n\u00a0<\/p>\n<p>ENISA background: EU Cybersecurity Reserve<br \/>\nThe EU Cybersecurity Reserve will provide trusted cybersecurity services to support EU entities in responding to and recovering from major cyber incidents.<br \/>\nPurpose and scope<br \/>\nThe EU Cybersecurity Reserve has been established to assist, upon request, EU Member States, EU Institutions, Bodies and Agencies (EUIBAs), and, where applicable, DEP-associated third countries in responding to \u00a0(or supporting responses to) cybersecurity incidents. The Reserve will therefore primarily cover ex-post incident response services.<br \/>\nTo ensure the effective use of Union funding, pre-committed services may, in line with the relevant contract, be converted into preparedness services (focused on incident prevention and response) if they are not used for incident handling.<br \/>\nENISA\u2019s role<br \/>\nOnce formally appointed as the contracting authority, ENISA will:<\/p>\n<p>Procure services for the Reserve,<br \/>\nAssess requests for support from Member States\u2019 cyber crisis management authorities and CSIRTs, and<br \/>\nRespond to requests from CERT-EU on behalf of Union institutions, bodies, offices, and agencies.<\/p>\n<p>Benefits and Trusted Providers<br \/>\nThe EU Cybersecurity Reserve could also contribute to strengthening the competitive position of industry and services in the Union across the digital economy, including microenterprises, SMEs and start-ups, by providing incentives for investment in research and innovation. ENISA looks forward to cooperating with such companies to increase the competitiveness of the EU cybersecurity market.<br \/>\nTrusted managed security services providers\u00a0selected to be included in the EU Cybersecurity Reserve have all successfully passed the\u00a0ownership control assessment (OCA)\u00a0conducted to determine whether they are directly or indirectly controlled by Member States or by nationals of Member States (or by entities or nationals of specified eligible countries).<br \/>\nFunding and Background<br \/>\nThe EU Cybersecurity Reserve is part of the\u00a0Digital Europe Work Programme 2025-2027, which allocates EUR 36 million to enhance response and reporting for cyber threats and incidents across the EU.<br \/>\nThe EU Cyber Solidarity Act, which came into force in February 2025, provides the legal basis for the Reserve.
