Illinois lawmakers pass landmark artificial intelligence accountability bill

Illinois state lawmakers passed Senate Bill 315, modeled after New York and California’s 2025 AI regulation, to enhance transparency and accountability in the largest AI companies.
The bill aims at mitigating catastrophic risks associated with advanced AI systems through enforceable accountability measures, specifically targeting companies generating over $500 million in revenue.
Senate Bill 315 passed unanimously in the House and has now been approved by the state Senate in a 52-5 vote. It awaits consideration by Governor JB Pritzker.
The bill mandates that AI developers establish and implement a transparency framework, detailing model capabilities, risk assessments, safety incident responses, and compliance with the framework through third-party audits.
Though some stakeholders, like TechNet, raised concerns about the lack of established national standards for the third-party audits, provisions were amended to address these, along with other issues like enforcement protocols and proprietary information protection.
Amendments also include provisions for the Illinois attorney general to impose civil penalties up to $3 million per violation, and filing disclosure statements by large AI frontier developers.
The passage of the bill aims to set a national standard for AI regulation, balancing innovation with the control of potential harms, similar to the approach not utilized with social media regulation.
