A new report from Statistics Netherlands (CBS) reveals a sharp decline in cyber incidents affecting Dutch businesses over the past decade. In 2024, just 4 percent of companies experienced at least one cyber incident, down from 11 percent in 2016, according to the agency’s 2025 Cybersecurity Monitor, released at the request of the Ministry of Economic Affairs and Climate Policy.The report, which focuses on the cyber resilience of enterprises, defines a cyber incident as a situation where a firm faces consequences from a cyberattack, such as IT system failure due to ransomware. Incidents from external attacks were also down compared to 2023, with one notable exception: businesses with 250 or more employees saw the same incident rate of 16 percent in both years.Among sectors, the information and communication sector was the most affected by external attacks, with 7 percent of firms reporting an incident. In contrast, the accommodation and food services sector and the health and social care sector were the least affected, each at 2 percent. CBS notes that the low rate in accommodation and food services is unsurprising, as these businesses rely less on IT systems, reducing the chance of downtime from hardware or software failures. The health and social care sector benefits from strict information security policies that provide stronger protection against external threats.The report also highlights a strong correlation between company size and cyber resilience. Larger enterprises are more likely to implement multiple precautions simultaneously, which increases their resilience. For instance, 86 percent of large enterprises with 250 or more employees had adopted ten or more out of twelve surveyed precautions, compared with just 13 percent of firms with 2 to 10 employees.
