  • The rapid advancement of Artificial Intelligence (AI) offers significant opportunities to improve lives, but raises serious ethical concerns.
  • AI systems can unintentionally reinforce social biases, contribute to environmental degradation, and infringe on human rights, disproportionately harming vulnerable groups and exacerbating existing inequalities.
  • In response to these risks, UNESCO’s recommendation on the Ethics of AI, adopted by 193 Member States in 2021, aims to guide countries in harnessing the benefits of AI while mitigating its risks globally.
  • To support the implementation of this recommendation, UNESCO developed the AI Readiness Assessment Methodology (RAM), a diagnostic tool assessing institutional and regulatory frameworks for responsible AI governance across various dimensions.
  • Viet Nam launched its RAM in August 2024, under the leadership of the Ministry of Science and Technology (MST) and with financial support from the European Commission, as part of its largest-ever administrative reform emphasizing innovation and governance restructuring.
